CRP representatives at the presentation of the draft document „IV National Report for the Convention on Biodiversity”

On 20.01.2010, the Federal Ministry of Environment and Tourism and the United Nations Development Programme in Bosnia and Herzegovina ( UNDP BiH) have organised the presentation of the draft document „IV National Report for the Convention on Biodiversity -  Estimated national objectives for biodiversity in 2010”. This report obliges Bosnia and Herzegovina as a member of the Convention on Biodiversity (Rio de Janeiro, 1992), pursuant to the decision of the Convention members VIII/14 and notification of the Convention Secretariat 2006-083 Ref No. ITS/NR/LC/MC/55455.

Aim of this report was to help Bosnia and Herzegovina make the initial estimate of the process, with a review to the applicability of biological diversity objectives in 2010, at national level, since the main topic of the report was the analysis of the progress towards the biological diversity 2010 objectives.

Presentation was done by Ms. Senka Barudanović and Mr Stjepan Matić, UNDP consultants.

After the presentation, through rather lively discussions, several important facts have been noted:

1.    Authors, as well as the Ministry of Environment and Tourism in FBiH and UNDP were awarded mainly due to the fact that BiH became a part of the world movement and process aiming the biodiversity protection,

2.    It has been concluded that we are in the very beginning of that process and have to put enormous efforts to reach the basic line from where the progress could be measured,

3.    There is rather low percentage of protected areas, about 1%, particularly if compared with the European Union countries, where the average exceeds 10%.

4.    We have to put enormous efforts to build and harmonise the legal regulations, in both,  horizontal and vertical direction,

5.    Presented documents do not adequately represent the biodiversity in all geographic areas – particularly sea coastal biodiversity,

6.    Geographic valuing of the landscapes should be integrated in future documents,

7.    It has been concluded that we have only few experts in this sphere, so therefore it is of a crucial importance to achieve maximum engagement of the available human resources from universities, for different areas of work,

8.    It is necessary to maximally utilize the capacities of non-governmental organisations,

9.    Institutional building – primarily necessity for the existence of the Environment Agency, even at the national level,

10.    Better sectoral synchronisation primarily of biodiversity – forests – water – arrangement and better planning of areas is necessary.
